That may be the reason of css issue, did you added any of your custom css? example spfx application customizer of something? also mostly bootstrap css is main reason of these kind of issues.

I am facing an issue in Callout panel. it does not refresh. I mean when new term is added it does not show it in Callout Panel. whereas If I type it the it shows in AutoComplete. any idea what could be causing the issue ? newly added terms are available for tagging.

Make sure you have passed the correct value for termsetNameOrID, try to set ID instead of the name

I have provided correct term set Id. Panel with list of term is loading properly. Only the auto complete is not working with the latest version.
